City of Glendale - Office of the Mayor - Programs

Kids at Hope
In 1993, Mayor Elaine Scruggs met Mr. Rick Miller, founder of the KIDS AT HOPE initiative which is based on the belief that “All kids are capable of success, no exceptions”. Once Rick spoke about his plans to take this positive message and support system nationwide, Mayor Scruggs asked him how Glendale could become a KIDS AT HOPE city. Through the efforts of Mayor Elaine Scruggs, Rick Miller, and Glendale City Manager, Dr. Martin Vanacour, Glendale was the first city to adopt the national Kids at Hope initiative. The Kids at Hope program began in Arizona in 1993 and has expanded to cities throughout the nation since its inception.
Kids at Hope is a comprehensive, city-wide that mobilizes teachers, police officers, coaches, parents and the entire community to identify, celebrate and strengthen each child's unique gifts.
