Glendale Councilmember Lupe Conchas has been appointed to serve on the National League of Cities (NLC) Human Development Committee. The one-year term brings together local leaders to encourage collaboration, networking and the development of resources and programs beneficial to communities that share demographics, size or location that can be replicated.

“I’m honored to be appointed to the Human Development Committee. This is a testament to the power of collective change and what’s possible when local leadership is rooted in community, collaboration and action,” Conchas said. “My mission on this committee is clear: to advance the Dolly Parton Imagination Library and expand early childhood literacy. This work is about investing in children, strengthening families and building a future where every child has access to books, literacy and opportunity.”

“National League of Cities’ member councils design and create NLC’s policies that bring together innovative ideas and solutions to the biggest challenges facing local leaders across the country,” said National League of Cities President Kevin Kramer, Councilmember, Louisville, Kentucky. “I am thrilled to have Councilmember Conchas serve on NLC’s Human Development council this year as we work together to ensure our cities, towns and villages have the resources they need to create thriving communities.”

Conchas was elected to the Glendale City Council in 2024 and was recently appointed by the Maricopa Association of Governments Regional Council to serve on the newly formed Community Initiatives Coordinating Committee, which helps shape human services and community planning across Maricopa County. He is also a member of the inaugural cohort of the Civic Craft Leadership Program, a statewide initiative led by the League of Arizona Cities and Towns to equip elected officials with tools and networks to drive transformative change in their communities.

In 2020, Conchas was elected to the Alhambra Elementary School District Governing Board. He served three years as Board President and is serving his second term as vice president. His leadership has focused on expanding access to quality education, protecting school funding and prioritizing student and teacher success.
