What Does Code Compliance Do

Code Compliance helps to maintain safe and desirable neighborhoods. Through education, community engagement, revitalization, and strategic enforcement processes, Code strives to protect the community from blight and deterioration. Our goal is to educate, encourage voluntary compliance, and provide assistance when possible.

Investigate Concerns

Respond to reported concerns and conduct proactive inspections throughout the city.

Educate Residents

Help residents understand City codes and how to correct violations.

Protect Neighborhoods

Address property maintenance issues that may impact health, safety, or neighborhood appearance.

Work Toward Voluntary Compliance

Give responsible parties the opportunity to correct violations whenever possible.

Follow Up

Reinspect properties to verify compliance and provide additional guidance if needed.

Fines When Necessary

Use citations or other legal remedies only when voluntary compliance cannot be achieved.

How The Process Works

Code Compliance uses a few different approaches to address concerns in the City of Glendale. One method is by complaints, where a constituent/employee can report a concern for an inspector to investigate. The other method involves a proactive approach, when an inspector drives house by house in a particular neighborhood to address properties that need attention.

Concern Identified

Resident Report: A resident submits a Request for Service

Proactive Inspection: An inspector observes a violation while conducting routine neighborhood inspections

Initial Inspection

Resident Report: A Code inspector will typically inspect the property within three (3) business days. Timeframes may vary due to holidays, scheduled days off, emergencies, or workload.

Proactive Inspection: A Code inspector visits the property the same day to determine whether a violation exists.

Enforcement Action

The inspector will determine if a violation exists. If a violation is found, the property owner will be notified and given time to correct the issue.

Follow-Up Inspection

The inspector will return to verify compliance. If the violation remains, additional enforcement action may be taken, including extending the deadline, issuing a citation, or beginning the court process.

Guidelines for service requests:

Maximum of 4 complaints per week can be submitted per household.
Emergency complaints such as an accessible swimming pool or a residential rental hazard are exceptions to the complaint limit.
Complaints should be submitted responsibly for code violations. Repeated reports intended to harass, intimidate, or inconvenience another person may interfere with City operations and delay responses to legitimate community concerns.
Check the Code Violation Map to see if there’s already an open case for your concern. A duplicate case will not be created for the same complaint.

Community Abatement & Revitalization Effort (C.A.R.E)

An initiative designed to aid Glendale residents with addressing code-related violations.
