C.A.R.E. Program
Community Abatement & Revitalization Effort
The City of Glendale Code Compliance Division is proud to offer the C.A.R.E. Program, an initiative designed to provide assistance to Glendale residents who may be physically or financially unable to correct minor property violations on their own. While Code Compliance is often recognized for enforcing the Glendale Municipal Code and helping maintain safe, clean neighborhoods, the C.A.R.E. Program demonstrates another important part of our mission — serving our community with compassion, dignity, and support.
The day-to-day role of a Code Compliance Inspector includes identifying violations, educating residents, and helping bring properties into compliance with City Code requirements. Through these interactions, staff recognized that some residents, including seniors, veterans, single parents, and physically challenged individuals, simply do not have the resources or physical ability to complete necessary property maintenance tasks themselves. Unfortunately, assistance programs and available resources are often limited or difficult to access.
Recognizing this need, the Code Compliance Division began exploring ways to better support Glendale residents in need. Using existing City resources, including a department tool trailer, staff partnered with Maricopa County Adult Probation to provide supervised community service labor that directly benefits Glendale neighborhoods. Through this partnership, probationers are able to complete required community service hours while assisting residents with minor property improvements and cleanup efforts.
Since the program began performing property abatements in July 2024, the impact has continued to grow. During the first fiscal year, 59 Glendale residents received assistance through the program. As of May 13, 2026, that number has grown to 104 residents served during the current fiscal year alone. These numbers represent more than properties improved — they represent neighbors helping neighbors and a community coming together to support those facing difficult circumstances.
The C.A.R.E. Program currently operates through internal funding and staff dedication, despite not having a dedicated departmental budget. Even with operational challenges and limited resources, the Code Compliance Division remains committed to continuing this important service and expanding awareness throughout the Glendale community.
Services provided through the C.A.R.E. Program may include:
- Weed removal
- Moving small items prohibited from public view
- Trimming shrubs and small trees
- Spreading rock and underlayment
- Painting walls
The success of the program would not be possible without collaboration from several community partners, including Maricopa County Adult Probation, the Glendale Fire Department, Glendale Police Department C.A.T. Team, Community Services Department, and the Sahuaro Council District. Together, these partnerships help identify residents who may benefit from assistance and ensure resources are directed where they are needed most.
At its core, the C.A.R.E. Program reflects the City of Glendale’s commitment to serving residents with compassion, respect, and community pride. We are proud to continue finding ways to support our neighborhoods and improve the quality of life for those who call Glendale home.
