Community Action Program (CAP)

Important Program Update: The CAP Office Utility Assistance Application Portal will open Thursday, June 11, 2026 at 8:30 AM and close Friday, June 12, 2026 at 8:30 AM. UTILITY applications must be submitted before 8:30 AM on Friday, June 12, 2026. Applications submitted after the deadline will not be accepted. If you miss the deadline, you will need to wait and reapply when the portal reopens.

 

To ensure fair and timely processing, we are limiting the number of applications at this time due to limited funding

  • Please continue to check back often for updates

  • Applications received after the deadline will not be accepted

  • Applications submitted without the minimum documents required for utility assistance will not be accepted

  • If funding remains after those applications are processed, the portal may reopen

At this time, rental assistance funds have been fully expended and we are not currently able to accept new requests. We encourage you to check back regularly, as additional funding may become available in the future. Updates will be posted as soon as new assistance is available.

  • Live in Glendale
  • Be currently experiencing a financial crisis
  • Meet income limits

Utility Assistance Application Guidelines

  • Applications are processed on a first-come, first-served basis
  • Required documents must be submitted within 72 hours of applying, or the application will be denied and you will need to re-apply
  • Applications will be processed as quickly and efficiently as possible

Minimum Required Documents

  • State Issued Identification Card for Head of Household
  • Documentation of recent 30 days of income from date of application
  • Signed and current Lease Agreement-ALL PAGES or Mortgage Statement
  • Most recent utility bill(s)

ADDITIONAL DOCUMENTS WILL BE REQUIRED AT THE TIME OF INTERVIEW

You can apply directly for utility assistance through the Arizona Department of Economic Security. IF YOU HAVE APPLIED FOR OR HAVE RECEIVED UTILITY ASSISTANCE WITH LIHEAP or POWER AZ WITHIN THE LAST 12 MONTHS YOU MAY BE INELIGIBILE. Click below to access the application.

Emergency Shelter or Homeless Services

To get shelter, rental assistance and other housing help, visit one of the locations below. You’ll complete a Coordinated Entry (CE) assessment there. CE is a system used in Arizona to connect people who are experiencing homelessness or at risk of becoming homeless with the right housing and support. It helps make sure resources are given fairly based on need.

Homeless Services

The HOPE Line connects people in Glendale to referrals and resources for homelessness, substance use treatment and other community resources. Call the HOPE Line to speak with a navigator who can connect you to the right services.
