How can I make my payment?

Payment Kiosk

Pay with cash, credit card, or debit card using our payment kiosk located just outside the customer entrance at the Glendale Civic Center Annex, 5752 W Glenn Dr., Glendale, AZ 85301.

The kiosk is available 24/7, 365 days per year and your payment will be immediately applied to your account. Have your utility bill or account number handy to use the kiosk.

Start Service

A minimum of 1 business day advance notice is required for new service. A $25.77 set-up fee will be charged on your first bill. Service may be started over the phone or in person. A deposit is required at the time of set-up.

Deposits can be paid with a credit/debit card if paying over the phone.

Set-Up Requirements for Homeowners

  • $200 deposit
  • Escrow # or File #
  • Title company name and phone number
  • Social security number
  • Photo ID Number (i.e., a United States driver’s license number or passport ID number)
  • Homeowner name as it appears on the deed / county records
  • Service Address
  • Mailing Address
  • Primary phone number
  • Alternate phone number (if applicable)
  • Email Address

Set-Up Requirements for Renters/Tenants

  • $200 deposit
  • Signed lease/rental agreement
  • Social security number

  • Names of all Tenants as they appear on the signed lease agreement

Landlords - FYI

A person who owns residential unit(s) for rent in the city of Glendale must obtain a Transaction Privilege Tax (TPT) license from and remit the appropriate tax to the Arizona Department of Revenue (ADOR). Landlords must also be registered with Maricopa County.

To stop service, you must contact Customer Service at 623-930-3190. Please allow at least one business day notice.

When will I receive my first bill?

New customers establishing water, sewer and trash account with the city, should receive their first bill within six weeks.

Understanding My Water, Sewer & Trash Charges

Understanding My Water Charges

  • City utility bills reflect water usage in thousands of gallons (6= 6,000 gallons).
  • All monthly water charges will consist of a base service charge, and a monthly water use charge.
  • The city has different water rates for residential and commercial customers.
  • The summer rate schedule for commercial accounts applies to water billed during the months of June through November.

Understanding My Sewer Charges

  • Sewer charges will consist of a base service charge and a monthly usage charge based on water consumption billed during the three months period of January, February, and March Sewer charges are adjusted annually and the new charge for sewer will start with your May bill.
  • You may appeal your annually adjusted sewer charge if you had a water leak or continued to irrigate during the months of January, February and March.
  • Residential & commercial accounts that have not established an average during the months of January, February, and March, will be charged the average winter water use for all residential, or commercial customers with the same property type during that 3-month period.

Understanding My Trash and Recycling Charges

$29.75 per household per month provides the following base services:

  • On-route refuse collection service once per week for one 95-gallon refuse container
  • On-route curbside recycling service once per week for one 95-gallon recycling container
  • On-route monthly loose trash collection
  • City scheduled inspections as needed
  • Repair or replacement of damaged containers (due to normal usage)
  • Fee waiver at the Landfill for loads of 2,000 pounds or less (once per month)
  • Free electronics recycling at the Landfill

Irrigation Customers have the choice of being billed once in April for the entire season's service or being billed seven months during April through October or billed monthly starting in January. Services are non-taxable.
