Community Action Program (CAP)

Important Program Update: The CAP office rental and utility assistance application portal is TEMPORARILY CLOSED.

To ensure fair and timely processing, we are limiting the number of applications to 100 at this time due to limited funding.

  • Once 100 applications have been received, the portal will temporarily close

  • If funding remains after those applications are processed, the portal may reopen

  • Please continue to check back often for updates

Because this program is grant funded and assistance is limited, capping applications help our team carefully review each request and provide timely support to those in need. Thank you for your understanding.

Emergency Shelter or Homeless Services

To get shelter, rental assistance and other housing help, visit one of the locations below. You’ll complete a Coordinated Entry (CE) assessment there. CE is a system used in Arizona to connect people who are experiencing homelessness or at risk of becoming homeless with the right housing and support. It helps make sure resources are given fairly based on need.

To access shelter and other housing resources, you must complete a Coordinated Entry assessment in person at one of the following locations:

For Individuals

Brian Garcia Welcome Center
206 S 12th Avenue, Phoenix AZ, 85007
Phone: (602) 229-5155

For Families with Minor Children

UMOM Family Housing Hub
3307 E Van Buren Street, Phoenix AZ, 85008

Leave a message and someone will call back to complete the phone application. Trained staff will work with you to understand your needs and connect you to shelter, services, and housing options.

Homeless Services

The HOPE Line connects people in Glendale to referrals and resources for homelessness, substance use treatment and other community resources. Call the HOPE Line to speak with a navigator who can connect you to the right services.

We know this is a difficult time. While funding is limited, please know you are not alone. CAP is here to help you navigate resources and connect you with services that may still have funding available.

Please check this page often for updates. New information will be posted as soon as additional funding becomes available.
