Backflow Prevention/Cross Connection Control
The City of Glendale’s Backflow Prevention and Cross-Connection Control Program is an integral part of our efforts to keep our water supply free of contaminants that could be introduced into the water system through backflow, back siphonage or backpressure.
The purpose of the program is:
- To protect the health and welfare of the citizens of Glendale
- To promote the elimination or control of cross-connections
- To provide for a continuing program of cross-connection control which will prevent the contamination or pollution of the public potable water supply system.
Glendale City Codes Chapter 33 requires the installation, testing and maintenance of approved backflow prevention devices, at every service connection, in compliance with standards specifications adopted by the City. Commercial water customers must have their Backflow Assemblies inspected annually.
Contractors doing any work on a Backflow Prevention Assembly – including, but not limited to, testing, installation, retrofits and replacements – must be an approved certified backflow testers(PDF, 218KB) recognized by the City of Glendale.
Testers that want to do work within the City of Glendale will need to submit a Tester Application and Agreement(PDF, 312KB) form, including their current backflow tester certification, gauge calibration, contractor information, and insurance certificate - to SAMSXC Unified Tester Portal.

Temporary Water Service - Hydrant Meters
Glendale offers temporary water service meters for fire hydrants. Water taken from the hydrant meter shall only be used for dust control and new on-site development within the City of Glendale water service area. Hydrant meters are not intended to be used for every day work activities as a permanent source for water. All fire hydrant meters are required to have a reduced pressure principle backflow prevention assembly installed at the hydrant meter.

Pretreatment Program
The City of Glendale’s Pretreatment Program is a pollution control program mandated by Clean Water Act. Our program is responsible for educating; monitoring and controlling wastewater pollution from commercial and industrial sources within the City of Glendale. The program also includes inspections of commercial facilities that discharge wastewater into the City’s sewer system. The goal of the program is to protect the public by reducing the health and environmental risks associated with wastewater pollution.
The program objectives are to prevent the introduction of pollutants into Publicly Owned Treatment Works (POTWs); prevent the introduction of pollutants into POTWs, to improve opportunities to recycle and reclaim municipal and industrial wastewaters and sludges.
All non-residential users of Glendale’s POTW must complete and submit a Wastewater Discharge Questionnaire(PDF, 213KB) prior to discharging any wastewater to the POTW.
Significant Industrial Users (SIU)
SIUs include all users subject to Federal categorical pretreatment standards under Title 40 of the Code of Federal Regulations; any user that discharges an average of 25,000 gallons or more a day of process wastewater into the City sewer system, and user that contributes a process wastestream of 5% or more of the treatment plant flow.
Discharge permits are issued to Significant Industrial Users (SIU). Please refer to SIU requirements outline in Glendale City Code Sec. 33-232.
