Glendale Names Ginna Carico As New Intergovernmental Programs Director

Experienced West Valley advocate Ginna Carico is joining the city of Glendale as the new Director of Intergovernmental Programs. Carico brings more than a decade of experience working with legislative and political leaders for the needs of communities.

“Ginna possesses a wealth of knowledge and invaluable experience fostering strong relationships with key lawmakers,” City Manager Kevin Phelps said. “She has the credentials, talent and interpersonal skills to help our city continue to grow partnerships that keep driving economic development and addressing residents’ critical needs.”

Previously, Carico demonstrated her knack for negotiating on behalf of West Valley residents and relationship-building at the state Capitol while serving as the chief government affairs officer for the city of Goodyear for nearly six years. Prior to her time in that executive role, she was a proponent for residential needs as the intergovernmental affairs coordinator in the city of Peoria. Carico began honing her knowledge of state politics as a member of the Majority research staff in the Arizona House of Representatives from 2012 to 2015.

“Glendale is a leader in the West Valley, and I am excited to help the city continue to build legislative champions and elevate programs that meet the needs of residents and keep them informed about important issues that impact their everyday lives,” Carico said. “There is no voice stronger than our residents at the Capitol. When we hear diverse voices, creative solutions happen.”

Carico has a master’s degree in public administration from Arizona State University and bachelor’s degrees in journalism and Spanish from Northern Arizona University. She is an alum of Leadership West and a former Honorary Commander with the 425th Fighter Squadron at Luke Air Force Base.

Her passion for building relationships with people from all walks of life was sparked when she was 17 and lived in Costa Rica for six weeks, and the Dominican Republic for two months with local families as part of Amigos de las Américas, a nonprofit organization that aims to inspires leaders through service and immersion experiences in Latin America. When in college, Carico worked as a supervisor for Amigos de las Américas in Nicaragua.

Carico will start her new position in Glendale on Oct. 20.
