Patrick S. Banger, City Manager
Patrick S. Banger serves as City Manager and Chief Executive Officer for the City of Glendale, Arizona, the state’s sixth-largest city with more than 265,000 residents. He is responsible for overseeing the day-to-day operations of the city’s more than 2,000 employees. He is also responsible for implementing policies set by the City Council and ensuring sound fiscal stewardship of Glendale’s $1.46 billion fiscal year 2026 budget. Mr. Banger was appointed as City Manager by the Glendale City Council in October 2025 and assumed his position in January 2026.
A longtime municipal leader, Mr. Banger brings 24 years of public-sector experience, along with a proven track record of guiding communities through transformative growth. Prior to joining Glendale, he served as Town Manager for Gilbert, Arizona for 14 years. During that time, he led the town through a period of explosive growth and helped establish Gilbert as one of the most desirable communities in the nation for residents and corporate investment.
Earlier in his career, Mr. Banger served as City Administrator for O’Fallon, Missouri, where he guided the city through its largest sustained period of economic growth, attracting more than $2 billion in capital investment and creating over 10,000 jobs in just six years.
In addition to his public-sector leadership, Mr. Banger brings valuable private-sector experience from McCarthy Building Companies, a $4.1 billion national construction firm. As a director of business development for the Midwest division, he played a key role in major developments, including the $400 million Lumière Place project and the $500 million Edward Jones headquarters, while growing his division’s annual revenue from $250 million to $1.25 billion in just three years.
Mr. Banger holds a Bachelor of Science degree in political science from Missouri State University and a Master of Arts in Management from Webster University. He currently serves as the immediate past chairman of the Maricopa Association of Governments (MAG) Management Board and is a past president of the Arizona City/County Management Association (ACMA). In recognition of his outstanding leadership, he received the John J. “Jack” Debolski Award for Excellence in City Management in 2019 — the highest honor awarded by ACMA. He previously served as an Honorary Base Commander at Luke Air Force Base.

In 2026, Glendale will open its newly renovated City Hall — a $90 million investment in a state-of-the-art civic facility located in the heart of downtown.
