Strategic Plan
The Glendale Strategic Plan provides a framework for decision-making across the organization. Built around ten strategic objectives, it aligns our work with community priorities, guiding how we deliver services, allocate resources, and measure results.
Using the Balanced Scorecard approach, the plan connects day-to-day operations with long-term goals in four key areas: serving our community, ensuring responsible financial stewardship, improving our processes, and investing in our people. This direction keeps Glendale focused, accountable, and transparent as we work to achieve meaningful results for our residents.

Strategic Priorities
Strategic priorities define the city’s highest-level focus areas — the themes that guide how Glendale directs its time, talent, and resources. They provide clarity and alignment by connecting citywide goals to the needs of residents. Glendale’s four strategic priorities — Stakeholder Engagement, Community Livability, Financial Stewardship, and Superior Service Delivery — set the direction for achieving meaningful results across the organization.

Strategic perspectives describe the key dimensions of performance that keep Glendale’s strategy balanced.
