Patrick S. Banger, City Manager Patrick S. Banger serves as City Manager and Chief Executive Officer for the City of Glendale, Arizona, the state’s sixth-largest city with more than 265,000 residents. He is responsible for overseeing the day-to-day operations of the city’s more than 2,000 employees.
Vicki Rios, Assistant City Manager Ms. Rios started with the City of Glendale in December of 2013, as the Assistant Finance Director. In July of 2016, Ms. Rios began serving as the city’s Budget and Finance Director and since May of 2019 she has been serving as the Assistant City Manager.
Jamsheed Mehta, Assistant City Manager Jamsheed Mehta has 35 years of experience in municipal public service. He currently serves Glendale as an Assistant City Manager. Mr. Mehta was Town Manager for the Town of Marana before returning to Glendale in 2020.
Rick St. John, Deputy City Manager Rick St. John joined the City of Glendale in October 1996 as a Police Officer. Since joining the City, Rick enjoyed many opportunities and has acquired a background of diverse experiences serving in nearly every area of the Police Department retiring in July 2019 as the Chief of Police.
Thomas Adkins, Deputy City Manager Thomas Adkins joined the City in 2025 as the Deputy City Manager. overseeing our Intergovernmental Programs and Communications departments. Thomas has decades of experience working in public policy at the local, regional, state and federal level, as well as in crisis communications, community relations and legislative advocacy.
