Community Housing Five-Year and Annual Plan

As required by the U.S. Department of Housing and Urban Development (HUD), Glendale Community Housing is required to have an Agency Plan and to update it annually. The Plan consists of the Five-Year and Annual Plan for the housing authority, the Public Housing Admissions and Continued Occupancy Policy (ACOP), and the Section 8 Administrative Plan.

The Public Notice for the Agency Plan included a significant amendment for the 2022 Agency Plan. Please be advised Glendale Community Housing will not amend the 2022 Section 8 Administrative Plan or the Admissions and Continued Occupancy Policy.

Consolidated Plans and Annual Action Plans

The Five-Year Consolidated Plan is designed to help the City assess the affordable housing and community development needs and market conditions, and to make data-driven, place-based decisions around where to invest federal funding received from the U.S. Department of Housing and Urban Development (HUD).

The Consolidated Plan strategies are carried out through the Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.

CAPER (Consolidated Annual Performance & Evaluation Report)

The CAPER provides an annual report on the housing and community development activities undertaken in the City relative to the Annual Action Plan using federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funding to address the priorities identified in the Consolidated Plan.
